If the device has been enabled "Find My iPhone", you get the message “This device is locked. Enter the Apple ID and password to activate...” when you reset the device, you must enter the same Apple ID and password that were previously used on this device. This is part of Apple’s Activation Lock, a security feature designed to prevent unauthorized use of a lost or stolen device.
When the device is under Activation Lock, the Remove Apple ID feature cannot remove the Apple ID if you do not remember the corresponding Apple ID.
