Launch GarageBand

If you want to know how to convert MP3 to M4R iPhone ringtone on Windows, then iTunes is the way to go. It can help you convert any song in your library to iPhone ringtone. After that, you can sync ringtones to iPhone using iTunes or transfer ringtones to iPhone via other tools.

Not all versions of iTunes can help you sync ringtone to iPhone. Since iTunes 12.7, Apple has removed the ability to manage ringtones and apps, which means you cannot sync ringtone to iPhone. After you have used iTunes to convert MP3s into ringtones, you can transfer ringtones to iPhone via cloud storage services or email.

Select the MP3 file, then click File > Convert > Create AAC Version. Then you will see a new song appear in the library next to the original one.

Right-click the reduced version and choose Show in Windows Explorer > You can copy the track to another place > Change the extension from .m4a to.m4r. (Apple uses a .m4r extension for ringtones instead of the familiar .m4a.)

If you don’t see the extension, you can click the View tab and select File name extension. For Windows 7 users, you can tap folder options in Start > click Folder Options > go to View tab and uncheck Hide extensions for known file types.

If your iTunes supports ringtones management, you can simply drag the m4r file to the Tone section and sync ringtones to iPhone.  After that, you can go to Settings app to choose the ringtone you created.
